Assistant Director of Integrated Resources

Job Summary

Assist Director of Integrated Resources Division (IRD) with overall responsibilities for planning and managing IRD’s Wholesale, Retail, Community Relations, and Marketing functions, ensuring close synchronization with all other RMLD divisions (especially Engineering and Finance).

  • Assists the Director of Integrated Resources with the recruitment and overall management of Integrated Resource Engineers and Analysts, Operations Assistant, Resource Specialists, and Community Relations personnel including determining manpower needs, administrative responsibilities, performance evaluations for direct reports, and Career Development Plans.
  • Follows changes in external policies and regulations that could affect RMLD and brings that insight into how RMLD conducts business, especially customer programs and power supply.  This is not a compliance role.
  • Assists in the long-term strategy development, and day-to-day implementation of Power Supply Portfolio (wholesale) and Retail strategy (including rate design; assists in monitoring/overseeing NERC, NPCC, and ISO-NE compliance standards and requirements as it relates to RMLD.
  • Leads Cost of Service and Rate Design studies, recommendations, and presentation to BoC / CAB for approval, and ensures MDPU filings.
  • Assists in planning, development, implementation, and update of Integrated Resource Plan.
  • Assists with the preparation of system load and retail revenue forecasts.
  • Develops and then assists in administering IRD budget (capital, operating, and power supply) and IRD interaction with other RMLD divisions.
  • Assists in directing the evaluation (technical and financial) and implementation and of Distributed Generation, Solar, Storage, (customer owned, third-party owned, and RMLD owned) and Demand Response programs.
  • Leads the development, implementation, and management of energy efficiency, conservation, electrification, and load management programs for residential, industrial, commercial, and municipal customers.
  • Oversees the creation and filing of numerous ISO NE, state (example DOER), EIA submissions.
  • Assists with development and implementation of appropriate business procedures and processes for IR; assists in providing input, review and recommended updates as situations arise such as code, law and configuration changes, etc. for the RMLD Service Requirements Handbook; applicable recommendations for policy updates.
  • Assists in providing technical, financial, and program information and assistance to other RMLD Divisions, Town departments, Agencies, and customers; creates and delivers presentations to internal and external boards.
  • Provides coverage for Director of IRD.

 

MINIMUM QUALIFICATIONS:

Education:

Bachelor’s Degree in Engineering, Economics, Mathematics, Computer Science, or any other field that emphasizes quantitative analysis.  Master’s in Business Administration preferred.

 

Experience:

Minimum 3 years of supervisory skills including coaching and mentoring at least 5 employees.  Proven team leadership.  Minimum 7 years of experience in the electric power industry related to power supply portfolios or retail programs or rates.  Minimum of 3 years of strategic planning experience, including asset investments.  At least 5 years of experience at a technical management level, with ability to perform complex technical, quantitative, and financial analysis on the benefits of implementing new technologies, new business strategies, and procedures.  Must have working knowledge of forecasting methods and software, long-term energy supply market in New England, ISO-NE market rules and procedures, demand-side planning, and cost of service/rate design.  Minimum 3 years of project management (including projects involving multiple departments / divisions), municipal utility accounting, budget preparation, and cost control.  Experience implementing best utility practices, from electric or other industries at the precipice of seismic change.

 

Knowledge, Skills, and abilities:

Knowledge of energy risk management, marketing, program development, engineering, and business finance.  Ability to maintain effective working relationships internally and externally.  Ability to interpret and explain complex energy contracts.  Strong oral, written, and presentation skills with the command of industry terminology.

 

Judgment and initiative:

Performs duties in accordance with established policies, codes, laws, and professional standards; reviewing unusual questions with Director of IR.  Demonstrates initiative in ensuring continued process improvements to demonstrate better accuracy, productivity, safety and overall customer service. Strong understanding of utility best practices and preventative initiatives.  Capable of negotiating power contracts and managing large projects. Understanding of rate structures for residential, municipal, commercial, industrial customers.

 

Physical demands:

Capable of performing job functions for extended periods of time.  Moderate physical effort may be required on an intermittent basis.

 

Manual skills:

Ability to operate computer keyboards and related software.  Use of hand tools and test equipment and related apparatus.

 

Supervisory:

Supervises IR staff as required.  Serves as Director of IR in the Director’s absence as assigned.  Assigns or provides appropriate supervision of outside contractors working on RMLD projects.  Mentors IR personnel to promote their career development as outlined in their respective CDPs.  Coaches and counsels employees with appropriate documentation.  Removes roadblocks and motivates team members to accel.  This is a hands-on leadership role (player/coach).

 

License and Certifications:

Valid Driver’s license or equivalent.
