IRD Analyst

Integrated Resource Analyst will support the functions relating to wholesale energy for the Integrated Resource Division.  This position will assist in evaluating RMLD’s power supply portfolio and its net position in the energy markets.        Additionally, this position will focus on all aspects of the reconciliation of Purchase Power on a monthly basis, which includes the monthly development of the Fuel Charge, Purchase Power Capacity & Transmission as well as NYPA credit.  The position will assist with the development of monthly reports presented to the RMLD Board of Commissioners.  Establishes and maintains confidentiality at all times.

 

Essential Illustrative Work Activities:

  • Perform the daily short term power transaction functions.  Run various economic models to determine load forecasts, net positions, and future costs.

 

  • Submit daily load data and ICAP tags to ISO-NE and maintain records.  Make daily contact with transmission companies that RMLD is interconnected with. 

 

  • Assist with performing the daily Standard Market Design (SMD) efforts which include:  daily energy forecast, fuel price updates, operational status of generators in power supply, determination of buy and sell prices using up to date market information.  Has routine contact with ISO-NE and other ISO participants in the daily market as necessary.

 

  • Compile, prepare, maintain and submit all power purchase and sales billings, NYPA credit for residential customers, Fuel Charge, Purchase Power Capacity and Transmission (PPCT), Energy Conservation Charge (ECC) as well as Street light rate for RMLD on a timely, monthly basis to RMLD Billing and Accounting departments. 

 

  • Assist with performing the daily Standard Market Design (SMD) efforts which include:  daily energy forecast, fuel price updates, operational status of generators in power supply, determination of buy and sell prices using up to date market information.  Has routine contact with ISO-NE and other ISO participants in the daily market as necessary.

 

  • Assist with power supply evaluation, including data collection, analysis and reporting such as monthly purchase power summary.

 

  • Assist in developing and maintaining department modeling tools such as capacity, energy, and load forecasting.

 

  • Assist with performing load and economic analysis to determine the optimal power supply mix and cost benefit.

 

  • Assist in ensuring ISO-New England rule compliance relating to Integrated Resources. 

 

  • Assist in maintaining and updating the ISO-NE contract database.  Responsible for confirming and verifying bilateral contracts that RMLD has entered into.

 

  • Assist IRA II with utility accounting and annual budgets. Assist with compiling and preparing annual DPU reports for power supply related information.  Assists with reports and presentations.

 

  • Assist in representing RMLD in electric industry and trade organizations to increase industry related knowledge and promote positive business relationships.

 

  • Demonstrated understanding of the wholesale aspect of Integrated Resources Division including strategic resource procurement, cost of service/rate design, municipal utility accounting and purchasing.

 

  • Other duties as assigned.

 

 

MINIMUM QUALIFICATIONS

Education

B.S in Mechanical, Electrical or Utility Engineering or related B.S. discipline as determined by the RMLD. Specific and demonstrated knowledge of distribution analyzing fundamentals, energy risk management, marketing, business program development and business finance, preferred. Must have strong oral, written, and presentation skills with the command of industry terminology.  Office procedures, methods, and equipment including computers.  Well-developed computer skills and excellent knowledge of Word, Excel, Power Point, SharePoint, RMLD billing software, etc. 

 

Experience

Minimum 1-5 years of experience as an Analyst working with wholesale power supply for a technical organization, preferably in the utility industry, with ability to perform complex technical and financial analysis on the benefits of wholesale power supply markets.  Minimum 1-5 years of project management, budget preparation and cost control.   Familiar with ISO-NE market rules and procedures is required.

PHYSICAL DEMANDS

 

Work may involve occasional moving and carrying of light equipment and/or materials.  May be required to climb ladders at commercial facilities.  Moderate physical effort may be required on an intermittent basis.

 

MANUAL SKILLS

 

Must have strong computer skills with an emphasis on spreadsheets, database and power point.  Ability to use equipment to measure all aspects of energy conservation measures including kW meters, amp meters, ultrasonic equipment, etc. Ability to use any other related equipment and tools in the performance of this position.
