Work Management Specialist

Job Summary and Essential Functions:

Provides operational and administrative support to the General Foreman Operations, engineers, Asst Director of E&O, and Director of E&O. Essential functions include maintaining work and asset management records, maintaining project schedules, records, and filing, developing and implementing all work management processes, tracking and reporting key performance metrics and maintaining work order and project digital records, coordinating safety meetings, and assist in managing projects utilizing the project management software.

Main Responsibilities

  • Developing and implementing work and asset management procedures.
  • Using GIS to get maps, data, and prepare reports for supporting staff.
  • Maintaining, searching, and preparing easement records, electrical plans and drawings, and related databases.
  • Using the integrated work management system (currently SpryPoint) and related work and asset management systems, spreadsheets, and databases.
  • Entering, validating, editing, extracting, analyzing and reporting on work and asset management data
  • Creating, editing, tracking, closing, analyzing and reporting work orders.
  • Maintaining asset management records including maintenance, repair, inspection and replacement of rolling stock, tools, equipment, and other assets essential to system operations.
  • Maintaining career development, schedule training, education, certification and licensing records for operations personnel.
  • Assisting with the preparation of budgets and supporting documents.
  • Assisting with the maintenance of reliability and safety data.
  • Responsible for the maintenance and updating of the E&O projects schedule database utilizing project management software.
  • Assists in development of operational processes and procedure regarding safety and other related activities.
  • Processes the third-party attachments requests (605A form, 5G antennas, fiber, Verizon, Comcast etc.) and billing as necessary.
  • Assists and supports E&O Division in researching best business practices and developing operational procedures.
  • Supports Engineers in estimating the labor and materials costs for projects and work orders as necessary.
  • Supports Engineers in preparing technical specifications for RFPs and IFBs as necessary.
  • Assists engineers and Pole Foreman in performing Engineering projects, data analysis, and preparing reports as necessary.
  • Generates reports from IWMS, SpryPoint, Outage Management System (OMS), Milsoft, Futura, and other Engineering databases.
  • Provides administrative support to RMLD Safety Committee’s monthly meeting (i.e.,  takes minutes, and provides reports).
  • Performs Reliability Indices Analysis, submits data to APPA eReliability tracker, provides reports.
  • Performs GIS edits for various studies/projects under supervision of GIS technician and/or Engineers.
  • Assist the Storm Manager in related storm restoration activities and supporting roles, duties, and responsibilities, as assigned.
  • Performs other related duties as assigned.
  • Supporting Responsibilities
  • Provides work, asset, and project management assistance to all groups within Engineering and Operations as may be requested

Knowledge, Skills and Abilities:

  • Expert knowledge of work and asset management methods, systems and procedures
  • Expert or intermediate ability to rapidly develop expertise with SpryPoint work management system
  • Excellent organizational, communication and project management skills
  • Knowledge of overhead and underground distribution construction, maintenance and operations
  • Ability to effectively communicate with field crews, engineering staff, and senior management
  • Proficient with MS Excel, MS Word, MS PowerPoint, MS SharePoint, and other RMLD office productivity applications
  • Proficient with project management and scheduling applications
  • Knowledge of safety procedures for distribution construction, maintenance and operations

Manual and Physical Skills:

  • Ability to sit or stand for normal working day durations
  • Ability to use computer keyboard, standard office and communications equipment
  • Ability to perform moderate physical activity indoors and outdoors
  • Ability to work in a collaborative environment

Judgment and Initiative:

  • Able to work with minimal supervision.
  • Able to work with other employees for development of Contractor's agreements and technical bid specifications/analysis.
  • Ability to manage high volume of work under deadline pressure.
  • Multi-task orientation, ability to set priorities and manage time.

Minimum Qualifications:

Education

  • Associates degree, or equivalent, in Electrical Engineering, Utility Engineering, Business Management, or equivalent field as determined by RMLD. 
  • Bachelor’s degree preferred.
  • Experience
  • 3-5 years of experience working in electric distribution engineering, operations or construction.
  • Prior experience with work and asset management systems, procedures and processes.
  • Licenses and Certifications:
  • Valid driver's license required.
