Operational Support Specialist- E&O

Job Summary:   Provides administrative support to the General Manager, Director of Engineering and Operations, and General Line Foreman.   Acts as liaison for engineering, technical services, facilities, and line groups, as well as with contractors/developers, the MBTA, town officials, state and federal agencies, and RMLD customers.  Responsible for investigation and settlement of property liability claims.

 

Illustrative Work Activities:  Essential work activities, pursuant to the Americans with Disabilities Act, may include the following:

 

•   Liaison for the General Manager, Director of Engineering and Operations, Technical Services, General Line Foreman, and Facilities Manager on a routine basis related to schedules and deadlines.

  • Work with the Director of Engineering and Operations on routine functions of the Division and a variety of assigned projects.  Also, works with other departments on various projects and bids.

•   Interact with the General Manager and other managers in the annual development and implementation of the capital and E&O operating budgets.

  • Responsible for biannual construction highlights, information and monthly E&O reports to RMLB.  
  • Responsible for budget vs. actual quarterly updates to the capital budget.
  • Perform E&O overtime and dead-time analysis.
  • Preparation of technical bid specifications and analysis for Line Operations.

•   Assist General Manager and Director of E&O in preparing semiannual progress reports and creating PowerPoint presentations for town meetings.

•   Assist Director of E&O in preparing reports, presentations, and performing analysis in special assignments.

•   Interact with contractors, developers, and customers, including handling inquiries and complaints for the E&O division using technical knowledge and experience.

  • Ensure smooth flow of work and communications among members of the E&O division, technical/legislative entities, the Citizens’ Advisory Board, wire inspectors, and outside vendors relative to the E&O  functions.

•   Responsible for the investigation, determination of liability, and settlement of property liability claims that are processed directly by the RMLD.   Interacts with RMLD insurance providers on other insurance issues and coverage for the Department including data gathering and coordination of correspondence.

•   Responsible for service territory double pole coordination and correspondence.

•   Responsible for ensuring the RMLD is complying with all licensing required by law on the operations of the RMLD, including maintaining a database of employees and the particular CDL and hoisting licenses necessary to perform their duties.

•   Coordinate with Director of E&O and General Line Foreman on training needs and scheduling for the division.

•   Other related duties as assigned.

 

Minimum Qualifications

 

Basic Knowledge:  Associates degree in business management, business administration or equivalent as determined by RMLD.   Good working knowledge of Microsoft Office and e-mail systems.   Good command of the English language.   Ability to communicate effectively with the public sometimes under stressful conditions.

 

Experience:  At least two years administrative and technical experience with a working knowledge of the electrical distribution field.  Working knowledge of the electric utility industry and how divisions interact with each other.  Ability to work independently with little or no supervision.

 

Judgment and Initiative:  Able to work with other members of the RMLD for development of the capital budget and the E&O operating budget.  Ability to manage high volume of work in short timeframe.  Able to deal tactfully and diplomatically under stressful conditions.   Ability to assess and settle various liability claims handled by the RMLD.

 

Independent Action:  Must be multi-task oriented, set priorities, and effectively manage time.

 

Manual Skills:  Able to type on computer keyboard.  Ability to use standard office and communications equipment.

 

Physical Requirements:  Ability to perform moderate physical work about the office and other locations both indoors and out in any weather and all seasons, as required by the position.

License: Valid MA driver’s license is required.
