Job Summary:

The Facilities Maintenance Worker (FMW) reports directly to the Facilities Manager (FM).  Is responsible for basic electrical, mechanical maintenance and basic inspection and testing of equipment, power tools, buildings, grounds, excluding substations and the vehicle fleet including but not limited to maintenance work within, control center and  RMLD facilities.  Responsible for performing qualified manual and semi-skilled maintenance work, repairing, installing and maintaining building elements, systems and mechanical equipment, utilizing specialized equipment and tools. Work areas include all RMLD facilities, fleet, properties (land, etc.) interior and exterior.   Assignments may be verbal, written, or electronic via email or a Computerized Maintenance Management System (CMMS) and may be accompanied by work orders, drawings or specifications. Must be able to maintain current RMLD Career Development Plan (CDP) . No work shall be performed which exceeds employee’s licensed qualifications including work within electrical, plumbing and construction laws, codes, etc. 

Illustrative Work Activities:

Essential work activities, pursuant to the Americans with Disabilities Act, may include the following.  Other related duties may be assigned. 

  • Establishes and maintains effective and positive working relationships within the Department and provides professional service to the RMLD employees and customers. Notifies Facilities Manager when:  other departments request work, any maintenance issues, interruptions of service and any issue that impedes the safe operation of equipment.  Maintains a daily activities/task list. 

 

  • Knowledge, understanding, and ability to work efficiently with various computer software products (i.e., Microsoft Office, words, excel, power point, outlook, SharePoint, OneDrive, facility dude, etc.)

 

  • Reviews prints, drawings, diagrams, and equipment specifications to perform manufacturer’s recommended preventative maintenance as well as perform troubleshooting techniques.  Prepares and updates documents related to maintenance records of the facilities and fleet.

 

  • Demonstrates Knowledge and understanding of  efficiency and productivity, handles other tasks as assigned and follows instructions from the originating source with timeliness and competence.

 

  • Complies with OSHA Standards and responsible for ensuring compliance, making safe the premises and personnel by patrolling property routinely, operation and function of required surveillance equipment, inspecting buildings, equipment and access points permitting entry. 

 

  • Performs daily rounds as required of the interior and exterior of RMLD properties to ensure they are safe, secure and that the building systems are properly operating. Be familiar with RMLD operational policies and procedures.  Provides incident reports by recording observations, information, occurrences and surveillance activities.

 

  • Performs inspection of all properties for environment debris, trash, damaged items and items that impede operations of equipment, access or creates and unsafe condition.

 

  • Responsible for the cultivation, maintenance, and care of the landscaping and grounds surrounding the RMLD properties.  Performs landscaping and grounds keeping maintenance duties such as mow lawn either by hand or using a riding lawnmower, trim and edge around walks, flower beds and walls and sweep walkways, planting, raking, etc. 
  • Arranges and cleans seasonal lawn furniture, maintains, and cleans the outdoor grills. 

 

  • Inspects emergency lighting and sprinkler heads, etc. to ensure proper operating condition.

 

  • Responds to the RMLD’s storm management duties and responsibilities during storms and emergency conditions as required.  Capable of performing work under adverse conditions. (storm duty).  Performs minor repairs and understand maintenance procedures on snow blowers and equipment utilized in grounds keeping. 

 

  • Understands and performs industry-recommended safe practices (i.e. shovel snow from walkways and spread ice melt, check AED batteries, inspect fire extinguishers and exit signs, inspects lighting and replaces bulbs as necessary, etc.)  Reviews, understands, and updates Safety Data Sheets (SDS) and MSDS procedures.

 

  • Performs routine inspections of various boilers, RTU’s and AHU’s.  Ability to change HVAC and water filters, lubricate and replace HVAC belts, etc.  Maintains office air environment by monitoring and setting building and equipment controls.  Be familiar with VFD controls settings, diagnostic, adjustment, and minor repairs.  Limits of work are delineated within the applicable plumbing codes, standards and laws

 

  • Repairs doors hardware, windows, broken seats, chairs, ceiling tiles, wood/metal signs, cut and lay new ceramic tiles, construct shelving, small fixtures, assemble prefabricated office furniture and cubicles.  Perform routine inspections of various building elements such as roofs, door hardware, and appliances.

 

  • Repairs and/or replaces damaged interior/exterior walls, trims, and moldings.  Paints interior/exterior walls, trims, moldings, and fixtures as necessary.  Be mindful of the work area and protect the buildings and personnel from fumes and paint products.

 

  • Cleans drains, unplugs clogged sink, lavatories.  Responds to pipe bursts or pipe backups, cleans floors, walls and windows as needed.  Limits of work are delineated within the applicable plumbing codes, standards and laws.

 

  • Changes light bulbs, and minor electrical repairs.  Be familiar with electrical rooms, breaker panels and the major system components.  Limits of work are delineated within the applicable electrical codes, standards, and laws.

 

  • Performs custodial duties.  Acts as liaison to the contract cleaners.  Be vigilant with housekeeping items such as combustible material, flammable liquids and unkempt areas.

 

  • Responsible for the care and minor maintenance and repairs on RMLD vehicles and trucks to ensure minimal downtime and maintain the safety and reliability which is critical to the utility.  Visually inspects all cars, trucks and off-road equipment and report deficiencies. Performs preventative maintenance in accordance with manufacturer’s and ANSI guidelines in a timely manner. Performs routine repair work on light duty vehicles (i.e. replacing bulbs, wipers, batteries, jump start batteries, changing flat tires, etc.) as well as attending to breakdowns, malfunctions and emergency roadside assistance in a safe, efficient and quality manner.

 

  • Performs manufacturer’s recommended diagnostic testing prior to making any repairs for engines, transmissions and clutches, suspension and steering, fuel and ignition (gas/diesel), electrical systems, brakes and HVAC systems.

                                                                                                          

  • Documents correct mileage/hours, repairs on work orders, failure causes and correct actions; follows parts ordering/billing procedures; and saves and tags all warranty and core pairs.  Performs final operational test on all vehicles to quality check all repairs. Ensures that vehicles are keep clean and washed after repair is completed.

 

  • Ensures that all RMLD vehicles meet all the safe operating requirements and have valid Mass safety inspection sticker.  Be familiar with DOT standards and requirements.

 

 

  • Develops and prepares estimates, material take-offs plans, specifications and related documents for small office modifications as well as performs manual and computerized drafting plans of layouts for modifications to RMLD properties.  

Minimum Qualifications

Education:

High School Diploma or Technical Trade School.  Certifications and/or documented training to meet experience with licenses and certifications as delineated below.

 

Experience:

HD truck technical training or 2 years related experience. At least 3 years demonstrated experience in all areas of basic electrical, mechanical maintenance and repair of equipment, power tools, buildings, grounds, and the vehicle fleet.  Five years in the Facilities Maintenance Field or 1-2 years of experience in a skilled trade area such as HVAC, carpentry, electrical, or plumbing. An equivalent combination of training and experience may be considered.  Familiar with procedures and to perform a variety of hands-on functions in a timely and safe manner.

 

Knowledge, Skills and Abilities:

Understands and comprehends specifications, drawings, diagrams, reports and follows oral and written instructions.  Communicates clearly and effectively with all internal and external customers of the RMLD. Has strong command of the English language and be able to communicate effectively both verbally and in writing.  Basic knowledge of office software such as Microsoft office, (including spreadsheets) and CMMS databases.  Possess knowledge of the OSHA standards, SDS Data base, DOT, maintenance practices and methods, proper use and care of tools, materials and equipment for trades such as carpentry, electrical, plumbing, masonry, landscaping, and fleet maintenance. Knowledge of HVAC Building Control Systems, general operation of equipment and VFD controls. Knowledge of basic painting techniques, VOC levels, procedures, tools and equipment.   Able to effectively manage time.

 

Judgment and Initiative:

Demonstrated ability to perform specialized repair and maintenance procedures and analyze particular repair problems to determine appropriate course of action. Ability to interact with all other RMLD employees, vendors and subcontractors in a clear, concise manner.                                                                                                             

 

Manual Skills:

Demonstrated ability to use all tools required for maintenance and repair of facilities and equipment. Knowledge of          using computer terminals and standard word processor and spreadsheet software and equipment. Skill in utilizing common hand and power tools and equipment. Understand, read and work from blueprints and sketches.

 

Physical Requirements:

Demonstrated ability to perform heavy physical labor indoors and outdoors in any type of weather. Individual must be able to tolerate occasional exposure to dirt, odors, cramped quarters, hazardous materials and fumes. Must be able to climb ladder and use equipment necessary to perform maintenance and repair work. Ability to perform all the physical requirements of the position, lift or move equipment or materials weighing up to 60 lbs.

Licenses and Certifications:

 

Valid MA Class D Operators license required. Valid MA Class B CDL license required, and have the ability to earn a Class A CDL license within 12 months of hire.  Valid MA Class D Operators license required.  Hoisting License 1C, and obtain 1B within 12 months of hire. OSHA 10 Safety Training preferred, but the ability to earn within 6 months of hire..
