Director of Integrated Resources

Job Summary

Overall responsibilities for planning and managing Integrated Resources (IR) Wholesale, Retail, Community Relations, and Customer Service functions.

  • Overall management of Assistant Director of IR, IR Engineers and Analysts, Customer Service personnel, and Community Relations personnel, Operational Assistant and Resource Specialist including delegation of work, prioritization, determining manpower needs, performance evaluations for direct reports, and Career Development plans.

 

  • Development of short- and long-term power supply planning.
  • Managing and planning of Power Supply Portfolio.
  • Development and maintenance of the integrated resource plan.
  • Development of the system load forecasts.
  • Impact evaluation of Distributed Generation (DG) on wholesale power supply and make recommendations.
  • Directing the implementation of DG, Solar, and Demand Response programs.
  • Development and implementation of business processes for IR.  
  • Completion of Cost of Service and Rate Design review.
  • Overseeing the compliance of ISO-NE rules and procedures related to IR.
  • Customer engagements and education of alternative rates.
  • Routine customer satisfaction surveys.
  • Analyzing and reviewing post transaction surveys and determining any necessary changes to business processed.
  • Energy efficiency, conservation and load management programs for residential, industrial, commercial and municipal customers. 
  • Generating technical proposals and bids pertaining to IR.
  • Responsible for presentations to internal and external boards. 
  • Providing input on Division functions and related benefits/risks.
  • Providing input, review and recommended updates as situations arise such as code, law and configuration changes, etc. for the RMLD Service Requirements Handbook.
  • Provide technical information and assistance to other RMLD Divisions, Town departments, Agencies and customers.
  • Monitoring and overseeing NERC, NPCC, and ISO compliance standards and requirements as it relates to IR.
  • Development, review and administration of IR budget.
  • Performing all aspects of quality Project Management.
  • Providing coverage for General Manager as assigned (payroll and payables signature authorization).  Interacts with Human Resources on employee issues.  Participates in union/management negotiations, grievance procedures and arbitrations as required.  Reviews and approves training for all IRD personnel. 

 

MINIMUM QUALIFICATIONS:

Education:

Bachelor’s Degree in Engineering, Economics, Mathematics, Computer Science or any other field that emphasizes quantitative analysis.  Master’s in Business Administration, Business Management, preferred. 

Experience:

Minimum 10 years of experience in the electric power industry directly related to power supply planning.  At least 5 years of experience should be on a technical management level, with ability to perform complex technical and financial analysis on the benefits of implementing new technologies and procedures.  Must have working knowledge of forecasting methods and software, long-term energy supply market in New England, ISO-NE market rules and procedures, demand-side planning and cost of service/rate design.  Minimum 5-7 years of project management, municipal utility accounting, budget preparation and cost control.  Minimum 5-7 years demonstrated supervisory/management/leadership to coach, encourage, mentor and manage 5 plus employees.

Knowledge, Skills and Abilities:

Specific and demonstrated knowledge of energy risk management, marketing, business program development and business finance.  Ability to establish and maintain effective working relationship internally.  Ability to interpret and explain complex energy contracts.  Ability to plan and implement business processes.  Ability to exercise effective analytical, management and supervisory skills.  Ability to develop tactical and strategic plans and policies.  Strong oral, written, and presentation skills with the command of industry terminology.  Familiarity with office procedures, methods, and equipment including computers.  Well-developed computer skills and excellent knowledge of Microsoft Office software including SharePoint and RMLD billing software, etc.  Familiar with use of social media.

Judgment and Initiative:

Under direction, performs duties in accordance with established policies, codes, laws and professional standards; unusual policy questions involving interpretation or clarification usually reviewed with General Manager.  Initiative in ensuring continued process improvements in areas of job description duties to demonstrate better accuracy, productivity, safety and customer service, is expected. Strong understanding of utility best practices enables predictive and preventative initiatives.  Demonstrated capability for accepting responsibility for negotiating power contracts and managing large projects.   Responsible for rate recommendations for residential, commercial and industrial customers.  Demand side Management (DSM) implementation measures for all customer classes as deemed necessary.  Recommends/Specifies hardware/software purchases for IRD.

Physical Demands:

Capable of performing job functions for extended periods of time.  Moderate physical effort may be required on an intermittent basis.

Manual Skills:

Ability to operate computer keyboards and all related software.  Utilize hand tools and test equipment such as high voltage test equipment, grounding equipment and other related apparatus.

Supervisory:

Supervise IRD staff. Acting General Manager as required.  Assigns or provides appropriate supervision of outside contractors working on RMLD projects. Mentors IR personnel to assist with their progression as outlined in their respective CDP’s.  Coaches and counsels’ employees with appropriate documentation of employee interactions.
