Residential A Rate

Available in:

Reading, Lynnfield Center, North Reading, and Wilmington

Applicable to:

Individual residential customers for all domestic uses where service is taken through one meter.  Incidental commercial use, not exceeding 20% of the total energy used on the same premises is permitted.

Character of service:

A.C.  60 cycles: single phase.

Customer Charge:

$3.20 per month.

Energy Charge:

$.06745 per Kilowatt-hour for all Kilowatt-hours usage.

Energy Audit:

$.25 per month is included in the total bill for this service.

Controlled Water Heater Allowance:

Customers, who are currently on this rate allowance as of June 1, 2003, may continue this rate. This rate allowance is no longer available to new customers.

When a customer regularly uses an electric water heater of a type approved by the Department, all energy in excess of 100 kilowatt-hours up to 433 kWh will be billed at $.02503 per kWh.  Energy in excess of 433 kWh will be charged at $.06745 per kilowatt-hour.  Water heater with two elements shall be interlocked to prevent simultaneous operation.  Service to the water heater will be controlled by a Department owned time switch in an approved outdoor socket.  Internal wiring will be the responsibility of the customer.

Off-Peak Service:

Customers, who are currently on this service as of June 1, 2003, may continue this service. This service is no longer available to new customers.

A customer may elect to have a portion of usage taken through a separate off-peak meter.  This type of service will only permit kWh usage from 8 P.M. through 10 A.M. 

Off-Peak Service:  (cont’d)

The kilowatt-hour charge under this rate will be $.02503 per kilowatt-hour.  This type of service may require the customer to have internal wiring performed by an electrician at

the customer’s expense.  The customer will also pay the A Rate Customer Charge and Fuel Adjustment under this service.

Budget Billing:

The customers under this rate will have available to them a budget billing program under which the customer is required to pay a levelized amount to the Department each billing period during the calendar year.  The specifics of this program are outlined in the Department's General Terms and Conditions.

Farm Discount:

Customers who meet the eligibility requirements set forth by the Massachusetts Department of Food and Agriculture for being engaged in the business of agriculture or farming, and upon certification to the RMLD by the Department of Food and Agriculture, will be eligible for an additional 10% discount, prior to the RMLD prompt payment discount, on rates and charges applicable on their monthly billing statement.

Fuel Adjustment:

The bill for service hereunder may be increased or decreased as provided by the Standard Fuel Adjustment Clause.

Purchase Power Adjustment:

The bill for service hereunder may be increased or decreased as provided by the Purchase Power Adjustment.

 

Meter Socket Surge Protector Program:

Meter socket surge protectors are available for lease through the Department for $3.95 per month for as long as the customer participates in the program. The surge protection device is part of the residential meter at the customer’s premise. An installation charge of $9.95 will be included with the first month’s lease charge.  The lease is only applicable to residential customers with a single-phase service of no more than 200 Amps.  Thirty-day written notice by either party is required to discontinue this service. If electric service is terminated because of non-payment, or if the lease portion amount is not paid, the Department reserves the right to cancel the lease with a thirty-day written notice.  If the customer elects to discontinue service within the first 24 months after initial installation, the Department may assess the customer a $50.00 administration charge.

Residential Energy Efficient Lighting Program: 

Customers, who are currently leasing energy efficient bulbs as of January 1, 1997, may continue this rate. This rate is no longer available to new customers.

Energy efficient compact fluorescent light bulbs are available for lease through the Department for $.35 per month per bulb for as long as the customer participates in the program.  The customer, upon returning the bulb, may terminate their involvement in the program.  In the case of breakage or failure, replacement bulbs will be distributed, upon return of the bulb, at no extra cost.  

Meter Reading and Billing:

Bills under this schedule will be rendered monthly.  A prompt payment discount of 10% will be allowed on the current bill, excluding fuel adjustment charges, only if the entire bill is paid-in-full by the discount due date.

General Terms and Conditions:

Service hereunder is subject to the General Terms and Conditions which are incorporated herein and are a part of this rate schedule.
